Housing Resources pays engineering bill


MILLERTON — Housing Resources of Columbia County, the not-for-profit agency behind the proposed affordable housing complex to be located at the intersection of routes 22 and 44, announced that it would pick up half the tab of an engineering study that was done by Morris Associates for the village.

"We met with Morris Associates and we agreed to half the $21,798 bill, so Housing Resources will pay $12,500 and Morris Associates is going to pick up the balance," said Kevin O’Neill, executive director. "The village won’t need to pay for anything."

That statement put to rest a debate about who should pay what for the engineering study, which was originally to be paid for out of Housing Resources escrow account. Housing Resources, however, had said that because the report encompassed more than the proposed project, it shouldn’t have to pay for the entire study. The village disagreed and stated that it did not intend to pay for any of the report.

There were some questions as to how Morris Associates could have worked on such an extensive and expensive study without giving fair warning to the parties involved before presenting them with a bill, but engineer Ray Jurkowski said that Housing Resources’ engineers reviewed the study’s objectives and should have had a clear idea of what the study was going to cost. And that, said Jurkowski, should have been relayed to Housing Resources.

Now that the agreement between Housing Resources and Morris Associates is in effect, the village Planning Board will be able to further concentrate on the application before it. The Planning Board is the lead agency in the environmental review process and is waiting for more information to cross its table in regard to the proposed project.

The Cornwall Library unveiled its latest art exhibition, “Live It Up!,” showcasing the work of the late West Cornwall resident Joelle Sander on Saturday, April 13. The twenty works on canvas on display were curated in partnership with the library with the help of her son, Jason Sander, from the collection of paintings she left behind to him. Clearly enamored with nature in all its seasons, Sander, who split time between her home in New York City and her country house in Litchfield County, took inspiration from the distinctive white bark trunks of the area’s many birch trees, the swirling snow of Connecticut’s wintery woods, and even the scenic view of the Audubon in Sharon. The sole painting to depict fauna is a melancholy near-abstract outline of a cow, rootless in a miasma haze of plum and Persian blue paint. Her most prominently displayed painting, “Flowers,” effectively builds up layers of paint so that her flurry of petals takes on a three-dimensional texture in their rough application, reminiscent of another Cornwall artist, Don Bracken.

A Seder to savor in Sheffield
