Connecticut State Police Troop B Police Blotter Winsted Area

The following information was provided by the Connecticut State Police at Troop B. All suspects are considered innocent until proven guilty in a court of law.

Minivan hits wall

Cassandra Ginsberg, 29, of Winsted was driving on Route 44 in Norfolk Feb. 11. At about 6:56 a.m., about 100 feet east of Blackberry Street, she lost control in a snowstorm. Her 2001 Chrysler Town and Country hit a rock wall on the right shoulder. It sustained minor front bumper damage. The airbag deployed. Ginsberg was not injured. No enforcement was noted.

Suspicious incident

The Norfolk resident state trooper is investigating a suspicious incident Feb. 13 at the Meadow Brook senior housing facility on Shepard Road. The incident was reported Feb. 19 by Maryann Garlasco.

Car hits boulders

Zachary Marck, 18, of Barkhamsted was driving east on Ratlum Mountain Road in Barkhamsted Feb. 14. At about 11:35 p.m., the 2009 Honda Accord, registered to Anne Marck, of the same address, went off the road. It hit landscape boulders and a mailbox at 59 Ratlum Mountain Road, on property owned by Thomas Keating. Marck refused treatment for left arm pain. He was charged with failure to drive right.

Warrant arrest

Dale Rinaldi, 42, of Torrington turned himself in on a warrant Feb. 14. The warrant stemmed from a June 14, 2011, incident on Lair Road in New Hartford. Rinaldi was charged with fourth-degree larceny, sixth-degree larceny and third-degree forgery. Bond was set at $10,000. He was to appear in Bantam Superior Court Feb. 15.

Rear-end collision

Kevin Butwill, 17, of Litchfield was driving west on Route 318 in Barkhamsted Feb. 16. At about 2:05 p.m., his unidentified vehicle hit the rear of a 2006 Subaru Impreza driven by Rachel Gray, 17, of Colebrook. Gray was stopped at the intersection of Route 44. The Subaru, registered to Walter Gray, of the same address, sustained rear bumper damage. There were no injuries. Butwill was charged with following too closely.

Car hits tree

Abby Erwin, 18, of Harwinton was driving east on Whitbeck Road in New Hartford Feb. 16. At about 3:53 p.m., the 2000 Chevrolet Impala slid on slush and light snow. It hit a tree on the right shoulder.  It sustained front end damage. The driver and passenger Alexandra Mica, 18, of Harwinton were not injured. Erwin was given a written warning for traveling too fast for conditions.


David Muirhead, 57, of New Hartford was driving on Hayward Road in New Hartford Feb. 17. At about 4:41 p.m., he drove off the road and into a culvert. He was determined to be intoxicated. Muirhead was charged with driving under the influence. No bond was noted. He is to appear in Bantam Superior Court March 5.

Probation violation

Jamal Carolina, 28, of Waterbury was stopped by police on Whiting Street in Winchester at 11:15 p.m. Feb. 17. He was found to be in violation of a protective order. The victim was listed as Anna Acevedo, 27, of New Britain. It was discovered Carolina was wanted by Meriden Police on unspecified charges. He was processed at Troop B and transported to Meriden.

Identity theft

Troop B is investigating a report of the theft of identity and fraudulent use of identity. The complainant is Gabrielle Tirado, 21, of Loon Meadow Drive in Norfolk. The complaint was filed Feb. 17.
