MILLBROOK — When Joseph Hines came to the Millbrook Library in the spring of 2019, he came with a full background in education, with bi-lingual expertise and a little musical know-how to boot. He worked in the Arlington School District in LaGrangeville since 2007, and still works there as a substitute teacher. He’s a dedicated advocate for public education and in that capacity has worked with students, teachers and parents.
