Budget almost ready for selectmen

WINSTED — Interim Town Manager Wayne Dove told the Winchester Board of Selectmen last week that a “skinny� budget for the 2010-11 fiscal year is almost ready to be presented to the board, but hinted that the town’s school budget may be too rich for their blood.

Dove noted that the town’s department heads have all made sacrifices in coming to their final numbers, which he asked them to do in preparation for the municipal budget, which does not include the school budget. “It is a skinny budget,� he said. “The good news is we are done cutting.�

Earlier this month, Superintendent of Schools Blaise Salerno presented a $22.5 million draft budget during a series of public budget advisory workshops. Parents and Board of Education members were encouraged to discuss various line items during the workshops, ahead of a formal school budget presentation to the Board of Selectmen.

Dove said he has not yet seen the draft of the school budget but that he has seen news reports about it and “the word skinny doesn’t come to mind.�

The Board of Education’s original draft budget of $22,585,590 represented a 5.7-percent increase over the current year’s amended budget of $21,362,983. A revised draft puts the increase at closer to 10 percent. The percentage increase is even greater when compared with the original 2009-10 budget approved by voters last year.

If previous years are any indicator, the school board could face a fight from the Board of Selectmen when it comes to its budget. Last year’s overall town budget of $30.5 million passed on the first try, but represented an overall decrease in spending and a zero-percent tax increase. The prior year’s budget (2008-09) took six referendums to pass and was not approved until a zero-percent tax increase was reached.

According to a document released by the superintendent’s office, the Board of Education and Board of Selectmen were scheduled to have a joint meeting Feb. 8 regarding the school budget, but that meeting never happened. At a recent selectmen’s meeting, Mayor Candy Perez said she had not heard from the school board regarding a meeting on the budget. The superintendent’s calendar notes that a meeting with the Board of Selectmen will be held at a date to be determined.

When the Board of Selectmen receives the proposed school budget from the Board of Education, members will have an opportunity to suggest a cut to the entire package, but not to individual line items. Board of Education members will be required to find line items to reduce in order to absorb any cuts mandated by selectmen.

After all revisions are made, the Board of Selectmen will vote to approve a proposed budget in April. An annual town budget meeting follows on Monday, May 3, at The Gilbert School auditorium. Voters will have an opportunity to make further cuts at that meeting and will set a date for a subsequent referendum.

The Cornwall Library unveiled its latest art exhibition, “Live It Up!,” showcasing the work of the late West Cornwall resident Joelle Sander on Saturday, April 13. The twenty works on canvas on display were curated in partnership with the library with the help of her son, Jason Sander, from the collection of paintings she left behind to him. Clearly enamored with nature in all its seasons, Sander, who split time between her home in New York City and her country house in Litchfield County, took inspiration from the distinctive white bark trunks of the area’s many birch trees, the swirling snow of Connecticut’s wintery woods, and even the scenic view of the Audubon in Sharon. The sole painting to depict fauna is a melancholy near-abstract outline of a cow, rootless in a miasma haze of plum and Persian blue paint. Her most prominently displayed painting, “Flowers,” effectively builds up layers of paint so that her flurry of petals takes on a three-dimensional texture in their rough application, reminiscent of another Cornwall artist, Don Bracken.
