Public meeting on Carvel project set

PINE PLAINS — The Town Board confirmed that it will indeed hold a joint public meeting with the Planning Board on Durst’s pre-application for the proposed Carvel Project Development. It will start off as a consultants’ meeting and segue into the public meeting. Much of the discussion will focus on the applicant’s use of the NND (New Neighborhood Development) concept.

That decision was made concrete at the Town Board’s Feb. 18 meeting. At that time, Attorney to the Town Warren Replansky said one question that remains is when to make public the comments made on the proposal by town consultants. He suggested the town not make the document public until the meeting on  March 16, and that it not even be shared with the applicants until shortly before that time.

“Once we give it to them, it loses the intra-agency status under FOIL [Freedom of Information Law],†he said. “My preference is to have it and share it with Durst a week before the meeting.â€

At last week’s meeting, as Town Board members leafed through Town Planner Nan Stolzenburg’s comments, Replansky urged them not to forget their own thoughts about the proposal.

“It’s healthy to have [Nan’s] document and comments, but don’t substitute them for your own,†he said.

In January, representatives of real estate developer Douglas Durst appeared before the Town Board to present the pre-application. In 2003, Durst bought land that was once owned by ice cream magnate Thomas Carvel. His plans are to transform the property into a luxury home and golf course community, with 572 residences. Durst representatives had waited for the town to adopt its inaugural zoning laws before moving forward with the project.

The pre-application will provide them with critical analyses from the town that can act as a guide while they shape their formal application. When submitting the pre-application, project attorney Jennifer Van Tuyl also submitted a CD copy of the same document to the Town Board to post on the town’s Web site, pineplains-ny.gov, for the public to access and review.

After a brief discussion last Thursday, a motion was made for the town and planning boards to hold a pre-application meeting on the Durst application at the community center, located on the second floor of the library. The meeting will be on March 16 at 7 p.m. That resolution passed unanimously.

The Cornwall Library unveiled its latest art exhibition, “Live It Up!,” showcasing the work of the late West Cornwall resident Joelle Sander on Saturday, April 13. The twenty works on canvas on display were curated in partnership with the library with the help of her son, Jason Sander, from the collection of paintings she left behind to him. Clearly enamored with nature in all its seasons, Sander, who split time between her home in New York City and her country house in Litchfield County, took inspiration from the distinctive white bark trunks of the area’s many birch trees, the swirling snow of Connecticut’s wintery woods, and even the scenic view of the Audubon in Sharon. The sole painting to depict fauna is a melancholy near-abstract outline of a cow, rootless in a miasma haze of plum and Persian blue paint. Her most prominently displayed painting, “Flowers,” effectively builds up layers of paint so that her flurry of petals takes on a three-dimensional texture in their rough application, reminiscent of another Cornwall artist, Don Bracken.

A Seder to savor in Sheffield
