Please take notice that the Board of Trustees of the Village of Millerton will hold a Public Hearing on Monday, April 11th, 2016, at 7:00 p.m., at the Village Hall, 21 Dutchess Avenue, Millerton, New York, to invite public input on the Village Budget for the fiscal year 2016-2017. A copy of the Preliminary 2016-1017 Budget is available at the office of the Village Clerk, and may be inspected during office hours (9:00 a.m.-4:00 p.m.). The Mayor’s salary will remain at $6,255.00, Deputy Mayor’s salary will remain at $4,377.00 and Trustees salary will remain at $3,001.00 each.

NOTICE OF 

PUBLIC HEARING

PLEASE TAKE NOTICE that the Town  Board of the  Town of North East shall conduct a public hearing on proposed Local law No. 2 of 2016 entitled  “A Local Law to Provide for the Codification of the Local Laws, Ordinances and Certain Resolutions of the Town of North East into the Municipal Code to be Designated the ‘Code of the Town of North East” on April 14, 2016 at 7:45 in the evening at the Town of North East Town Hall, located at 19 N. Maple Avenue, Millerton, New York 12546. The purpose of the Local Law is to amend the Town Code in certain respects to provide more clarification and to insure that the provisions of the Town Code, including the Town’s Zoning Law, are consistent with the requirements of Town Law and other State statutes and to provide for the codification of the Town’s local laws, ordinances and certain resolutions of the Town of North East into a Municipal Code to be designated as the “Code of the Town of North East”.  A copy of said proposed Local Law shall be available for inspection at the office of the Town Clerk during regular business hours and shall be posted on the Town’s official website.

NOTICE OF THE PINE PLAINS CENTRAL SCHOOL DISTRICT PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION AND VOTING PROPOSITIONS

NOMINATION OF 

CANDIDATES

Notice is given that petitions for nominating candidates for the office of member of the Board of Education must be filed with the District Clerk no later than 5:00 p.m. on Monday, April 18, 2016.  Such petitions must be signed by at least twenty-five (25) qualified voters of the school district and must state the name and residence address of each signer and of the candidate.  Petition forms may be picked up in the District Office on any school day during regular business hours, Monday through Friday, 8:00 a.m. - 3:30 p.m. except Saturday, Sunday and holidays.

BUDGET AVAILABLE

Notice is also given that a statement of the amount of money which will be required for school district purposes for the 2016-2017 school year (the Budget) may be obtained by any resident of the District in each school building in which school is maintained and in the District Office, commencing April 25, 2016, during regular school hours, Monday through Friday, 8:00 a.m. - 3:30 p.m. except Saturday, Sunday and holidays.  The budget will also be available on the district website: www.ppcsd.org and at every public and free association library in the District.  A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District’s website. 

PUBLIC HEARING

Notice is hereby given that the Board of Education of the Pine Plains Central School District will hold a public hearing on the budget in the Stissing Mountain Middle/High School, Pine Plains, New York, on Wednesday, May 4, 2016 at 7:00 p.m. for the purpose of presentation of the 2016-2017 budget.

LOCATION, DATE, SUBJECT of ANNUAL VOTE

Notice is hereby given that the Annual Meeting, Election and Vote on Propositions of the Pine Plains Central School District will be held on Tuesday, May 17, 2016 at the following location and time, when the polls will be open for the purpose of voting by voting machine:

All district residents vote at the Stissing Mountain Middle/High School, Pine Plains, New York from 7:00 a.m. to 9:00 p.m.

The voters shall vote on the following:

1. Proposition No. 1: SHALL the Budget for the 2016-2017 school year be approved?

2. Proposition No. 2: SHALL the Pine Plains Central School District establish a capital reserve fund to be known as the “District-wide Renovations, Reconstruction and Construction  Reserve Fund - 2016”, which shall be for the purpose of paying for all or part of the renovation, reconstruction and construction of District buildings, including planning costs, site work, renovation, reconstruction and construction costs and associated costs; the ultimate amount of such fund shall be $5,000,000, to be transferred from unassigned appropriations in the general fund to the “District-wide Renovations, Reconstruction and Construction Reserve Fund - 2016” over a period five (5) years?

3.  Proposition No. 3:  SHALL the Board of Education of the Pine Plains Central School District, Dutchess and Columbia Counties, New York, be authorized to purchase one (1) 60-passenger or larger school bus, including cameras and necessary equipment, at a maximum estimated cost of $106,980; one (1) 24-passenger or larger school bus with wheelchair lift, including cameras and necessary equipment, at a maximum estimated cost of $63,930; and two (2) 30-passenger or larger school buses, including cameras and necessary equipment, each at a maximum estimated cost of $49,820.00, for an aggregate maximum estimated cost of $270,550; and that the sum of $270,550, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided in Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District may be issued?

4. To elect two (2) members of the Board of Education for three-year terms commencing July 1, 2016 and ending on June 30, 2019 and one (1) member of the Board of Education for a term from May 18, 2016 – June 30, 2018.

VOTER REGISTRATION

Notice is also given that personal registration of voters is required pursuant to Section 2014 of the Education Law.  Any qualified voter may register to vote for the Annual School District Election and Vote at the District Office during regular business hours, from 8:00 a.m. - 3:30 p.m. Monday through Friday, on days when school is in session, until May 12, 2016.  The register for said Annual School District Election and Vote shall include all persons who shall have presented themselves personally for registration and shall also include all persons who shall have been previously registered for and have voted at any annual or special school district election or vote held or conducted during the 2012, 2013, 2014 or 2015 calendar years.  A resident who is registered with the Dutchess or Columbia County Board of Elections is also qualified to vote.  Voter qualifications are thus: must be a United States citizen; 18 years of age or older; and a permanent resident within the District for a period of thirty (30) days immediately prior to the vote.

INSPECTION of VOTER REGISTER

Notice is given that the Voter Register of the School District so prepared will be filed in the Office of the Clerk of the District, where the same will be available for public inspection by any qualified voter of the District starting May 12, 2016 during regular business hours from 8:00 a.m. - 3:30 p.m., on Saturday by appointment with the District Clerk, except Sundays and holidays.  Said register shall be open for inspection at the respective voting places during the day of the Annual School District Election and Vote, on May 17, 2016.

ABSENTEE BALLOTS

Notice is also given that absentee ballots will be offered for the Annual School District Election and Vote.  Applications for absentee ballots for the Annual School District Election may be obtained at the Office of the District Clerk.  The application must be received by the District Clerk at least seven (7) days prior to the election, if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be personally picked up by the voter at the Office of the District Clerk.  Absentee ballots must be received by the District Clerk no later than 5:00 p.m. on the day of the election and vote, May 17, 2016.  A list of all persons to whom ballots shall have been issued will be available for public inspection to qualified voters of the District in the said Office of the District Clerk, during regular office hours, Monday through Friday, 8:00 a.m. - 3:30 p.m. until the day of the election.  Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on such list, stating the reasons for the challenge.

NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Pine Plains invites sealed proposals for the furnishing of all materials and labor necessary for the construction of the Route 199 West Water Main Replacement Project in the Town of Pine Plains, New York.  This Contract has been designated as Contract No. 16-003 as set forth in contract documents, including drawings and specifications, prepared by Morris Associates Engineering & Surveying Consultants, PLLC, 64 Green Street, Suite 1, Hudson, NY 12534.

All such sealed proposals must be received by the Town Clerk at the Town Hall, P.O. Box 955, 3284 Route 199 Pine Plains, NY 12567 on or before April 11, 2016 at 12:00 pm, at which time they will be publicly opened and read aloud, for prompt consideration by the Town Board.

Copies of the proposed contract documents, including plans and specifications, and the forms of proposals for the contract, are available for public inspection at the Town Clerk’s office during business hours, 10:00 a.m. to 1:15 p.m. and becoming available March 18, 2016 Pursuant to the provisions of GML 102, persons desiring to take a copy may obtain them, subject to a non-refundable deposit in the amount of $50.00 for each set, payable by check or money order.  Such documents are also available for examination at the offices of Morris Associates Engineering & Surveying Consultants, PLLC, 64 Green Street, Suite 1, Hudson, NY 12534 (518) 828-2300.

Work shall consist of: 

Base Bid (Route 199 West):  

Installation of ±1,700 LF of ductile iron water main including hydrants, valves, water services and connection to existing water mains. 

Add Alternate Bid (Factory Lane):  

Installation of ±640 LF of ductile iron water main including hydrants, valves, water services and connection to existing water main. 

The Contractor shall enter into a contract within five (5) calendar days from the date of acceptance of this bid and the work shall be substantially complete within 60 calendar days of the date of the Notice to Proceed.

All proposals shall be made and received upon the following conditions, which are more fully set forth in the bid documents:

1. Only such proposals as are made and filed upon the forms available in the Bid Documents will be accepted.

2. Proposals are to be enclosed in a sealed envelope.

3. Each proposal must be accompanied by a certified check in the sum of five percent (5%) of the amount bid, payable to the order of the Town of Pine Plains, or a bond with sufficient sureties, to be approved by the Supervisor, as Chief Financial Officer, in such amount, conditioned that if the proposal is accepted, the bidder will enter into a contract for the same and will provide acceptable security, in the form of cash, certified check or performance bonds, or letters of credit, as set forth in the contract documents, for the faithful performance of the contract, within 15 days from the acceptance of the proposal.

4. Pursuant to the provisions of GML 105, no bids may be withdrawn unless no contract is awarded for more than 45 days after the opening thereof.  

5. Upon acceptance of the bid, if the successful bidder fails to enter into a contract pursuant to the requirements of said Town Board or fails to give the further security prescribed in this notice within the time noted herein, then the check deposited as aforesaid, and the moneys standing to the credit of the same shall be forfeited to the Town as liquidated damages and not as a penalty and the Supervisor shall collect the same or enforce the payment of the bond for the benefit of the Town.

6. All bids shall contain the non-collusion certificate in a form meeting the requirements of GML 103-d. 

The Town Board reserves the right, in its discretion, to waive technical noncompliance or irregularities that are not material or substantial, and to reject all bids and to rebid the project.

NOTICE IS HEREBY GIVEN that the Board of Education of the Northeast Central School District, Dutchess and Columbia Counties, New York, will hold a Public Hearing on the Budget in the High School Library at the Webutuck High School Building, Haight Road, Amenia, New York, on Monday, May 9, 2016 at 7:00 P.M., for the purpose of presenting the budget document for the 2016-2017 School Year.

NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2016-2017 school year (the Budget), exclusive of public monies, may be obtained by any resident of the District during business hours, between 9:00 A.M. and 3:00 P.M. at the Webutuck Elementary School, Eugene Brooks Intermediate School and Webutuck High School and at the District Administrative Office between 9:00 A.M. and 4:00 P.M., effective April 22, 2016, except Saturday, Sunday or holidays.  Copies of the Budget will also be available at the Northeast-Millerton Library and the Amenia Free Library.

To elect two (2) members to the Board of Education, for three-year terms, commencing July 1, 2016 and expiring on June 30, 2019.   

B.  PROPOSITION I: 2016-2017 SCHOOL BUDGET

Shall the 2016-2017 Budget in the amount of $21, 705, 934 adopted by the Board of Education with anticipated revenue exclusive of taxes in the amount of $8,511,183 and the amount to be raised through taxes of $13,194,751  be approved?

C. PROPOSITION II: 2016-2017 Transportation Vehicle Purchase

SHALL the Board of Education of the Webutuck Central School District be authorized to: (1) acquire two (2) school buses and security cameras on entire fleet at a maximum aggregate cost of not to exceed $250,000; (2) expend such sum for such purpose; (3) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education taking into account state aid; and (4) in anticipation of the collection of such tax, issue bonds and notes of the District and/or enter into installment purchase agreements at one time or from time to time in the principal amount not to exceed $250,000, and levy a tax to pay the interest on said obligations when due?

D.  To vote on any other proposition legally proposed.

NOTICE IS FURTHER GIVEN that petitions for the nomination of candidates for the office of member of the Board of Education must be filed with Clerk of the District no later than Monday, April  18, 2016 by 5:00 P.M. in the form and manner prescribed by Section 2018 of the Education Law.  Such petitions must be signed by at least twenty-five (25) qualified voters of the School District, shall state the residence address of each signer and the name and residence address of the candidate.  Petition forms may be picked up on any school day at the Office of the District Clerk, at the Webutuck High School building, Haight Road, Amenia, New York between the hours of 8:00 A.M. and 4:00 P.M.

AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the School District shall be entitled to vote in said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election.  The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law section 2018-c.  Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card.  Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address.
