Reckless driving
On April 5 Timothy Strahan, 27, of Winsted was charged with reckless driving. He was scheduled to appear in Torrington Superior Court on April 18.

On April 1 Edward Bombard, 56, of Winsted was arrested and charged with operating under the influence of alcohol or drugs and carrying a dangerous weapon. He was scheduled to appear in Torrington Superior Court on April 9.

Possession
On March 22 on Ethan Allen Street in Salisbury, Michelle Dinsmore, 35, of 3 Upland Meadow Road in Salisbury was found by State Police to be in possession of 5.7 grams of a white powdery substance that field tested positive for heroin.

Unregistered motor vehicle
Branden Hughes, 24, of Plantsville, Conn., was arrested on March 25 on Main Street in Winsted and charged with unregistered motor vehicle and misuse of registration plates. He was released on a promise to appear in Torrington Superior Court on April 2.

Traveling too fast 
On March 2 at approximately 6 a.m. a vehicle driven by Timothy James Dutton, 50, of Winsted lost traction under icy conditions on Route 8 in Winchester and struck a wire rope guardrail. The vehicle sustained minor damage and Dutton was uninjured. He was issued a written warning for traveling too fast for the conditions.
